Fresno City Hall was selected by the Museum of Modern Art, New York, as one of the most significant modern structures built in the United States from 1932 to 1944. Among Charles H. Franklin's first projects on his own was the gateway for Kearney Boulevard (1933), which showed a "modernistic" flair. Franklin and Ernest J. Kump, Jr. produced other local buildings, including the Fresno School Administration Building (1936). Kump later went on to become an internationally-recognized expert in school design.
